The Bank of Italy, COVIP, IVASS, and MEF have launched a public consultation on a draft instruction document for carrying out enhanced checks on the activities of a wide range of intermediaries to counter the financing of companies involved in the production and marketing of anti-personnel mines, cluster munitions and submunitions, in accordance with the provisions of the Law of 9 December 2021, n. 220.
The consultation is aimed at collecting feedback and comments on the proposed measures, which are designed to ensure compliance with the prohibition on financing such companies, and to ensure that intermediaries adopt appropriate procedural measures. The consultation is open for a period of 45 days from the publication of the consultation document.
Supervisory authorities (Bank of Italy, COVIP, IVASS and MEF) are responsible for verifying compliance with the ban and issuing instructions to intermediaries, in proportion to their type of activity, size, and operational complexity. The measures can be integrated into the existing internal control systems.

After the public consultation, the oversight bodies will analyse and jointly report on the evaluation of the received comments to prepare the final instructions, which will be published in the Gazzetta ufficiale and on their websites.
