New Commission Implementing Regulation (EU) 2023/2449 providing templates for the provision of „monitoring plans, emissions reports, partial emissions reports, documents of compliance, and reports at company level“ was published in the Official Journal (OJ) of the EU. The regulation follows the recent enactment of Regulation (EU) 2023/957 which expanded the scope of reportable emissions by shipping firms and the scope of reportable shipping companies themselves (please see EventID 21154 in this context). Due to the large number of changes to the recent implementing regulation specifying such templates, namely Commission Implementing Regulation (EU) 2016/1927, the 2016 implementing regulation is repealed in its entirety and replaced by Commission Implementing Regulation (EU) 2023/2449. In detail, the 2023 implementing regulation lays out the
– Electronic template of the monitoring plan of ship owners as regards their greenhouse gas emissions;
– Electronic template of the emissions report and partial emissions report to be submitted by firms to supervising authorities;
– Electronic template of the document of compliance to be furnished by the independent, accredited verifier of emissions; and
– Electronic template of the report at company level.
