Consolidated assessment ratings & Cambodia’s, Thailand’s, Mongolia’s and Myanmar’s progress in strengthening measures to tackle money laundering and terrorist financing

The FATF has published its latest updates to its Consolidated assessment ratings together with Cambodia’s, Thailand’s, Mongolia’s and Myanmar’s progress in strengthening measures to tackle money laundering and terrorist financing.
The updated Consolidated assessment ratings provide an up-to-date overview of all assessed countries concerning the effectiveness and technical compliance with the FATF Recommendations, using the FATF Methodology together with the FATF 4th Round Procedures. These ratings should be read in conjunction with the respective Mutual Evaluation Report.
The current characteristics on both the effectiveness of AML/CFT systems, as well as technical compliance with the FATF Recommendations of Cambodia’s, Thailand’s, Mongolia’s and Myanmar’s progress in strengthening measures to tackle money laundering and terrorist financing are the following:

Note: Effectiveness ratings can be either a High-HE, Substantial-SE, Moderate-ME, or Low-LE, level of effectiveness.

#### Cambodia’s 6th Follow-Up Mutual Evaluation Report
Cambodia has made significant progress in addressing the technical compliance deficiencies identified in its Mutual Evaluation, particularly in areas R.7, R.8, R.24, R.25, R.26, and R.28. The APG has acknowledged these efforts and has re-rated Cambodia’s compliance with R.7 from Partially Compliant to Largely Compliant. However, insufficient progress has been made to justify re-rating the compliance status of Recommendations R.8, R.24, R.25, R.26, and R.28. Currently, Cambodia has two Recommendations rated Compliant, 30 Recommendations rated Largely Compliant, and six Recommendations remain Partially Compliant.

#### Mongolia’s 6th Follow-Up Mutual Evaluation Report
Mongolia has made significant progress in addressing the technical deficiencies in its Mutual Evaluation, leading to an upgrade in its technical compliance with R.8. This progress has resulted in Mongolia being re-rated from Partially Compliant to Compliant in R.8. All recommendations that have been revised since the last Financial Review have been re-rated, and Mongolia now has 40 recommendations rated as Compliant or Largely Compliant.

#### Myanmar’s 5th Follow-Up Mutual Evaluation Report
Myanmar has made limited progress in addressing the technical compliance deficiencies identified in its Mutual Evaluation. Despite requesting re-ratings for Recommendations R.7, R.8, R.14, R.24, and R.26, only R.14 has been re-rated from Partially Compliant to Largely Compliant. The APG acknowledges Myanmar’s efforts to improve technical compliance in these areas, but insufficient progress has been made to grant the requested re-ratings for Recommendations R.7, R.8, R.24, and R.26. Currently, Myanmar has 7 Recommendations rated Compliant and 18 rated Largely Compliant, totaling 25 Recommendations rated Compliant or Largely Compliant. 13 Recommendations remain Partially Compliant and 2 Recommendations remain Non-Compliant.

#### Thailand’s 6th Follow-Up Mutual Evaluation Report
Thailand has made progress in addressing the technical compliance deficiencies in its Mutual Evaluation. The country has been re-rated on two Recommendations: R.1 is now Largely Compliant, and R.26 is also Largely Compliant. As a result, Thailand now has 3 Recommendations rated Compliant and 29 rated Largely Compliant, with 6 Recommendations remaining Partially Compliant. Thailand thus has 32 Recommendations rated Compliant or Largely Compliant and will remain in enhanced follow-up. The next progress report is due on 1 February 2024.
