In view of the continuing aggression of Russia towards Ukraine, the European Council has again expanded existing sanction measures targeting Russia, Russian entities and persons, and those in support of the Russian Federation. In new Council Regulation (EU) 2023/1214, the Council is – among other things –
– further extending the EU’s broadcasting prohibition which involves the prohibition to broadcast further Russian media in the EU – regardless of the means of delivery to disallow RT Balkan, Oriental Review, Tsargrad, New Eastern Outlook and Katehon to broadcast any programs in the EU from October 1, 2023;
– implementing new export restrictions as regards firearms, parts or essential components of such, and ammunition;
– implementing new transit restrictions with respect to goods and technology originating in the EU, including space and aviation parts and jet fuel or fuel additives that may „contribute to Russia’s military and technological enhancement or to the development of its defence and security sector“;
– implementing new notification requirements of EU member states relating to the derogation from asset freezing measures involving the release of frozen funds or the making available of funds for purposes of the setup of firewalls between a Russian controlling entity and an EU entity;
– prohibiting the sale, license, and transfer of any intellectual property rights or trade secrets to ANY person, if such rights are to be used in Russia;
– prohibiting ships that are engaged in freight movements from ship to ship, to dock on EU member ports;
– prohibiting the export of ANY „luxury car“ exceeding 1,900 cm³ – both used or new – from the EU to the Russian Federation; and
– prohibiting the sale, supply, or export of designated goods and services to third countries, including the brokering, financing, and insurance of such, if there are reasons to believe that the goods and services will be for Russian use.
