The UK government has published a new Financial Sanctions Notice regarding sanctions measures with respect to persons and entities engaged in cyber attacks and other malicious cyber activity threatening the „integrity, prosperity or security of the United Kingdom“ pursuant to Statutory Instrument SI 2020/597, the „Cyber (Sanctions) (EU Exit) Regulations 2020“. Specifically, the government informs that it has amended the record of one person on its consolidated Cyber sanctions list which remains subject to asset freezing measures. The amended record reads as follows:

DOB: 23/06/1988. a.k.a: (1) BEN (2) BENTLEY [HISTORICAL USE OF] (3) KOVALEV, Vitaly Nationality: Russia Other Information: The ‘Bentley’ alias is for historical use of the moniker. (UK Sanctions List Ref):CYB0027. (UK Statement of Reasons):Vitaliy Nikolayevich KOVALEV is or has been involved in relevant cyber activity, including being responsible for, engaging in, providing support for, or promoting the commission, planning or preparation of relevant cyber activity; and providing technical assistance that could contribute to relevant cyber activity, namely ransomware attacks which were intended to undermine the integrity, prosperity and security of the United Kingdom and other countries, and were intended to cause economic loss to, or prejudice the commercial interests of, those companies affected by the activity.
