The UK government has published a new Financial Sanctions Notice regarding sanctions measures with respect to persons and entities involved in or supportive of Russia’s action to destabilize Ukraine and threatening the sovereignty and independence of the country pursuant to Statutory Instrument SI 2019/855, the „Russia (Sanctions) (EU Exit) Regulations 2019“. Specifically, the government informs that it has updated its consolidated sanction list by amending the records of one individual and by correcting the records of another. Both individuals remain subject to asset freezing measures.
##### The amendment concerns the following person and reads as follows:
SALDO, Volodymir Vasilyovich
Name (non-Latin script): Володимир Васильович САЛЬДО
DOB: (1) 12/06/1956 (2) –/05/1956. a.k.a: SALDO, Vladimir Nationality: Ukraine Address: 36 Suvorova St., Apt. 28, Kherson, Ukraine, 73009. Position: Founder of the ‘Salvation Committee for Peace and Order’ in Kherson Other Information: (UK Sanctions List Ref):RUS1469. Financial sanctions imposed in addition to an asset freeze: Trust services. Date trust services sanctions imposed: 21/03/2023. (UK Statement of Reasons):There are reasonable grounds to suspect Volodymir Vasilyovich SALDO of participation in the establishment of the so-called ‘Salvation Committee for Peace and Order’ and therefore that he is or has been involved in providing support for and promoting policies and actions which destabilise Ukraine and undermine or threaten the territorial integrity, sovereignty or independence of Ukraine. Financial sanctions imposed in addition to an asset freeze: Trust services. Date trust services sanctions imposed: 21/03/2023. (UK Statement of Reasons):Vladimir Konstantinovich Markov is an “involved person” under the Russia (Sanctions) (EU Exit) Regulations 2019 because he has been, and is, involved in obtaining a benefit from or supporting the Government of Russia by working as a manager or equivalent of a person (other than an individual) which is carrying on business in a sector of strategic significance to the Government of Russia, namely Gazprom which is carrying on business in the energy sector.
