Issuance of Russia-related General License

The Office of Foreign Assets Control (OFAC) has issued a new General License (GL) 76A which replaces General License 76 that was issued on November 2, 2023 to permit financial transactions which would otherwise be prohibited pursuant to Executive Order 14024 to wind down engagements with certain (newly) designated entities or any entities owned or controlled by them (50% or more in interest), namely
(1) Sistema Public Joint Stock Financial Corporation;
(2) Saint Petersburg Stock Exchange; and
(3) Limited Liability Company Arctic LNG 2.
The new license now corrects GL 76A. Thereafter, „Saint Petersburg Stock Exchange“ is replaced by „Public Joint Stock Company Saint Petersburg Exchange“. All other provisions remain in effect.
Please note in this context the restriction that all payments have to be made into blocked accounts. Also, please note that the license expires on January 31, 2024.
