Russia-related Designations, Updates and Removal; Counter Terrorism Designation Update; Issuance of Russia-related General Licenses

In view of the ongoing aggression of Russia towards Ukraine, the U.S. Department of the Treasury has drawn up a new sanctions package targeting Russia, the Russian economy, and Russian firms and individuals, which consists of the following:
(1) The sanctioning of nearly 100 additional entities and individuals for their engagement in sanction evasion and / or their provision of important technical devices used for military purposes in Russia. As the number of sanctioned persons, firms, and entities is very large, we refrain from listing them individually at this point. For details on their names, dates of birth (if applicable), places of residency, or other identifying information, please refer to the corresponding press release published by the Treasury’s Office of Foreign Assets Control, OFAC.

(2) The modifications of the records of an already sanctioned individual, three entities, and one ship whose records now read as follows:

(4) The issuance of four new General Licenses: In order to provide U.S. firms and individuals with an opportunity to adequately deal with the new sanction measures and close down existing engagements, OFAC has issued several new General Licenses in this context. These consist of the following:
General License 13G permits U.S. persons and entities to make otherwise prohibited financial transactions involving the payment of taxes, fees, licenses, import duties, and various others amounts due via the Central Bank of the Russian Federation, the National Wealth Fund of the Russian Federation, and the Ministry of Finance of the Russian Federation. The license must be necessary for the person or firm to perform its day-to-day operations.
General License 74 permits otherwise prohibited financial transactions involving newly sanctioned „East-West United Bank“ or any entity owned or controlled by the bank (50% of interest or more). The license only permits those transactions „that are ordinarily incident and necessary to the wind down of transactions involving East-West United Bank“.
General License 75 permits financial transactions that are necessary to wind down any equity and debt security engagements (divestment or transfer) relating to the following three newly sanctioned firms or any entity owned or controlled by such:
(1) Sistema Public Joint Stock Financial Corporation;
(2) East-West United Bank; and
(3) Limited Liability Company Arctic LNG 2
General License 76 permits financial transactions which would otherwise be prohibited pursuant to Executive Order 14024 to wind down engagements with the following three entities or any entity owned or controlled by such:
(1) Sistema Public Joint Stock Financial Corporation;
(2) Saint Petersburg Stock Exchange; and
(3) Limited Liability Company Arctic LNG 2;
Please note in this context that all payments have to be made into blocked accounts. Also, please note that all licenses expire on January 31, 2024.
