Following the issuance of a policy statement (PS 23/3) and the issuance of a corresponding instrument (FCA 2023/17) as regards a new regulatory return – the so-called FIN073 – on the financial resilience of certain supervised firms, the Financial Conduct Authority (FCA) has now published corresponding FCA Handbook revisions which will come into force on January 1, 2024.
To recall, the new return will collect information on the amount of liquid assets, net profits (or losses) during a quarter, cash needs, and revenues and will have to be filed by numerous financial market participants. The now issued Handbook complements include the following:
SUP 16.30 Baseline Financial Resilience Report which contains a general description of the new report, its application and purpose;
SUP 16 Annex 53R Data items for FIN073 (the Baseline Financial Resilience Report) which includes an Annex with the actual new report to be filed by in-scope market participants; and
SUP 16 Annex 54G Guidance notes on the data items for FIN073 (the Baseline Financial Resilience Report) which also includes an Annex containing detailed instructions for filing the new return.
