The Russia (Sanctions) (Overseas Territories) (Amendment) (No. 2) Order 2023

The Russia (Sanctions) (Overseas Territories) (Amendment) (No. 2) Order 2023 was published on legislation.gov.uk, the official platform of the UK government to publicize legal documents. It extends – with some minor modifications – the following three Russia Sanctions Regulations to all British overseas territories except Bermuda and Gibraltar (which implement „sanctions under their own legislative arrangements“):
(1) The Russia (Sanctions) (EU Exit) (Amendment) Regulations 2023 (SI 2023/440);
(2) The Russia (Sanctions) (EU Exit) (Amendment) Regulations 2023 (SI 2023/665); and
(3) The Russia (Sanctions) (EU Exit) (Amendment) Regulations 2023 (SI 2023/713).
The above noted regulations impose further trade restrictions and restrictions as regards the provision of related services such as trade financing, brokerage, insurance, or the provision of funds and making payments. They also impose professional restrictions as regards the offering legal advisory services and auditing services and extend the application of finance, shipping, and trade sanctions to non-government controlled areas of Kherson and Zaporizhzhia, including prohibitions on certain exports, investments, and establishment of joint ventures.
Therefore, the sanction measures now also apply to the following territories:
– Anguilla
– British Antarctic Territory
– British Indian Ocean Territory
– Cayman Islands
– Falkland Islands
– Montserrat
– Pitcairn, Henderson, Ducie and Oeno Islands
– St Helena, Ascension and Tristan da Cunha
– South Georgia and the South Sandwich Islands
– The Sovereign Base Areas of Akrotiri and Dhekelia in the Island of Cyprus
– Turks and Caicos Islands
– Virgin Islands
