A new consolidated version of the United Nations Sanctions (Haiti) Regulation was published on Hong Kong’s e-Legislation platform, the official website of Hong Kong’s government for publicizing legal documents.
The regulation implements several decisions of the United Nations Security Council as regards restrictive measures towards Haiti as outlined in UN resolution 2653 which was subsequently modified by UN resolution 2664. The sanction measures thereby encompass:
(1) the prohibition to supply, sell, or transfer military goods and services (arms and weapons, technical assistance, etc.) to certain entities and persons;
(2) the prohibition to make available funds or other financial assets and resources to sanctioned persons, entities, and bodies;
(3) the prohibition to „deal with funds or other financial assets or economic resources belonging to, or owned or controlled by, certain persons or entities“; and
(4) the prohibition of sanctioned persons to enter or trespass Hong Kong territory.
The latest consolidated version contains revisions in Part 1 – Preliminary containing definitions and the expiration dates of various restrictive measures (October 20, 2023).
