The United Nations (Sanctions — Somalia) (Amendment) Regulations 2023 were published on Singapore Statutes Online, the official platform of the government for publicizing legal texts. The regulations modify the United Nations (Sanctions — Somalia) Regulations 2021 which themselves implement prohibitions and restrictions as to the dealing with funds of designated (legal) persons and on the making available of funds to or for the benefit of sanctioned parties.
The new 2023 regulations update the legal basis of the 2021 regulations to include United Nations Resolution 2662 (2022) (modification to regulation 2 relating to the object of the regulations and regulation 4 relating to definitions under the regulations) and to permit exemptions from the implementation of asset freezing measures and other financial restrictions on the basis of same Resolution (modification to regulation 16 relating to exemptions).
