How can the public access digital central bank money?

In view of the development and possible introduction of an e-Krona, a central bank digital currency (CBDC) reflecting the Swedish currency Krona, the Central Bank of Sweden, Riksbank, has published another report. The report is the fifth of its kind and summarizes the activities that have taken place in Phase 3 of Riksbank corresponding pilot project.
While Phase 1 and 2 focused on establishing an e-Krona network within a test environment in which e-Kronas are supplied to end users via authorized network members and on examining how the network might be integrated with members‘ internal systems and POS terminals, Phase 3 primarily focused on „how the Riksbank could interact with other actors in the payment market to give the general public access to, and the possibility to pay with, an e-krona, how conditional payments can be made and whether a digital central bank currency can simplify cross-border payments“.
Specifically, during Phase 3, Riksbank explored how a cooperation model between the Riksbank and participating members could look like to enable fast, efficient payments that are suitable for the needs of customers and yet ensure sufficient security and standardization to permit efficient, secure transaction handling. Various governance options were thereby examined as to their potential benefits and risks.
On the technical side, Phase 3 involved the implementation of a practical use case with an e-Krona payment made under defined conditions. Specifically, it involved the payment of a car purchase where both parties to the contract relied on their counterparty to fulfill certain conditions (e.g. the proceeds are only transferred to the seller, if latter has adequately transferred the rights of ownership to the buyer). Riksbank thereby examined how external systems could be integrated to make such e-Krona payment work which would be necessary to certify the transfer of ownership.
Furthermore, during Phase 3, Riksbank compared the technology underlying a potential e-Krona CBDC with traditional account-based system technologies to determine whether or not an e-Krona system would permit Riksbank to design a rule-based technological framework within which members could create their own services.
