Applicable Jurisdictional Countercyclical Capital Buffer (CCyB) Ratio for Hong Kong (PDF File, 160.4 KB)

The Hong Kong Monetary Authority (HKMA) has issued a circular to announce that it will leave the countercyclical capital buffer (CCyB) for Hong Kong at 1.00% for the time being. The decision follows a careful analysis of global and local economic conditions.
In this context, the HKMA notes that – although quantitative indicators suggest well-contained overheating risks in Hong Kong – increased uncertainties in the global environment remain. Considering the planned transition to a positive neutral CCyB of 1% in 2024, it is deemed appropriate to maintain the current CCyB ratio for now. However, the HKMA will continue to closely monitor macroeconomic factors and adjust the CCyB at short notice, if so needed.
