Decision (EU) 2023/852 concerning the number of emission trading allowances „to be placed in the market stability reserve for the Union greenhouse gas emission trading system until 2030“ was published in the Official Journal (OJ) of the EU. The decision modifies a corresponding decision of 2015, namely Decision (EU) 2015/1814, which sets out the rules for the operation and the functioning of the stability reserve, to extend up to 2030 the increase in the number of allowances to be placed in the reserve that was implemented by Directive (EU) 2018/410. Latter provided for doubling the 12 % of the total number of allowances to be placed in the reserve, unless the total number of allowances would be less than 200 million allowances (double the 100 million).
The measure is necessary to ensure that the EU is able to reach its 55% emission reduction target by 2030.
