The Office of Foreign Assets Control (OFAC) has published a press release to inform about new sanction measures. Specifically, the Office adds five individuals to its Specially Designated Nationals and Blocked Persons List (SDN List). The persons are being sanctioned pursuant to Executive Order 13441 for undermining the rule of law in Lebanon by engaging in large scale corruption and transferring the scammed funds outside the country. OFAC has also published a corresponding statement explaining details on the new sanction measures.

Furthermore, OFAC has issued a new Russia-related General License (GL 13F) to permit otherwise prohibited financial transactions. Specifically, GL 13F supersedes GL 13E and permits the payments of taxes, registration fees, import duties, or other administrative fees of U.S. entities and persons that are necessary for the normal operation of such entities and persons in Russia. The License is time limited up to November 8, 2023.
