Bank of Italy has launched a public consultation on the update of Circulars numbers 272, 115, 217, 189, 148, 286, and 154 related to supervisory reporting for banks, financial intermediaries, payment institutions and electronic money institutions, investment firms, and collective investment schemes.
The following updates have been put up for public consultation:
– 17th update of Circular No. 272 „Chart of Accounts“
– 28th update of Circular No. 115 „Instructions for the compilation of consolidated supervisory reports“
– 23rd update of Circular No. 217 „Manual for the compilation of Supervisory Reports for Financial Intermediaries, Payment Institutions, and Electronic – Money Institutions“
– 26th update of Circular No. 148 „Manual of Statistical and Supervisory Reports for Securities Market Intermediaries“
– 23rd update of Circular No. 189 „Manual of Statistical and Supervisory Reports for Collective Investment Schemes“
– 16th update of Circular No. 286 „Instructions for the compilation of prudential reports for supervised entities“
– 76th update of Circular No. 154 „Supervisory reports of credit and financial institutions. Reporting templates and instructions for submitting information flows“
The changes aim to:
– Align the provisions on impaired credit exposures in Circulars No. 272, 217, 148, and 189 with the new rules of the Corporate Crisis and Insolvency Code
– Incorporate the information introduced by ECB Regulation (EU) 2020/2011 on payment statistics into Circulars No. 272 and 217.
– Adjust the recipients of reporting provisions in Circulars No. 148 and 115 for SIM groups based on Article 11, paragraph 1-bis, of the Consolidated Financial Act (TUF).
– Introduce two items on the purchase and sale of financing in Circular No. 217, necessary for analysing the operational performance and riskiness of intermediaries under Article 106 of the Consolidated Banking Act (TUB) specialised in the acquisition and management of impaired exposures, in line with the provisions for banks.
Add an informative attribute to the sectoral and territorial data on the credit quality of financing in Circular No. 272, necessary for monitoring the trend of loans to companies and promptly identifying signs of deteriorating exposure quality for banks at the sectoral level of economic activity.
Introduce a new reporting template consisting of 4 items for the supervisory capital of crowdfunding service providers in Circular No. 286.
