On 15 January 2023, asset freezing measures concerning a number of individuals and companies listed below in the context of restrictive measures against Syria, were published in the Official Journal of the French Republic.
By order of the Minister of Economy, Finance and Industrial and Digital Sovereignty dated 10 January 2023, with respect to United Nations Security Council Resolution 1540 (2004) taken under Chapter VII of the United Nations Charter, and in particular its point 2; having regard to the Council’s CFSP Implementing Decision of 25 September 2017, implementing Decision 2013/255/CFSP duly amended concerning restrictive measures against Syria, adopted on the basis of Article 29 the Treaty on European Union; and with respect to the Monetary and Financial Code (MFC), in particular Articles L. 562-3 et seq., the funds and economic resources that belong to, are owned, held or controlled by the individuals named below are subject to an asset freeze measure for a period of six months:
INDIVIDUALS:
– ZHOU Yishan, alias Alva, born on 8 December 1981 in Guangdong (People’s Republic of China)
– KATRANGI Maher Hachem, alias a) KATRANJI Maher Hachem, b) KATRANJI Maher Hashem, born on 6 July 1967 in Hama (Syria)
COMPANIES:
– EKT SMART TECHNOLOGY
The provision and the use of funds or economic resources, direct or indirect, for the benefit of the individuals and companies listed above, are prohibited for a period of six months.
This order may be challenged within two months of its notification. In the absence of a response to a non-contentious appeal within two months following the date of the appeal, there is an implicit rejection of the request, and the Administrative Court of Paris may be seized within two months of the implicit rejection.
This decree comes into force on the date of its publication by extract in the Official Journal of the French Republic, hence on 15 January 2023.
