Consob and the Bank of Italy a have stated that they will comply with the ESMA guidelines regarding the indicators for CCP recovery plans and the scenarios for CCP recovery plans, as outlined in Article 9, paragraphs 5 and 12, of Regulation (EU) 2021/23 on a framework for the recovery and resolution of central counterparties (CCPRRR).
These Guidelines, which will be integrated into supervisory practices, have been adopted by Consob and the Bank of Italy as the competent supervisory authorities for Italian central counterparties.
The Guidelines aim to specify the minimum list of qualitative and quantitative indicators and the range of scenarios that central counterparties must assess when drafting and updating recovery plans. They also provide guidance for the competent authorities when evaluating these plans.
Furthermore, these guidelines provide instructions on how CCPs should develop, calibrate, and maintain recovery plan indicators ensuring effective monitoring and response to potential crises.
