Following the European Council’s adoption of a tenth package of restrictive measures against Russia in response to its continuous aggression towards Ukraine, the European Commission (EC) has published corresponding new questions and answers (Q&As) in that regard. The Commission thereby outlines the rationale for adopting the new measures and briefly summarizes the scope of the new measures which involve further trade restrictions both for the import from and export to Russia of certain goods (e.g. bitumen, certain airplane parts, dual use goods such as radars or compasses), the ban of transportation of certain products throughout Russian territory, a prohibition to employ Russian nationals or residents that are NOT concurrently EU nationals in critical infrastructures, further asset freezing measures, and many others. The affected regulations and related RISP events are noted below:
1. Council Regulation (EU) 2023/427 – EventID #19751
2. Council Regulation (EU) 2023/426 – EventID #19746
3. Council Implementing Regulation (EU) 2023/429 – EventID #19748
Finally, the Q&As provide links to the volume of the Official Journal including the corresponding EU regulations and to a corresponding press release by the Commission.
