In accordance with the recommendation of the European Systemic Risk Board (ESRB), the Dutch Central Bank (DNB) has decided to reciprocate a 4.5% systemic risk buffer (SyRB) for all exposures located in Norway. This decision came into effect on 29 August 2023.
The ESRB recommended reciprocating the macroprudential measure of the Norwegian Ministry of Finance. DNB’s principle is to recognize and apply macroprudential measures from other EU member states when recommended by the ESRB. This decision by DNB follows the ESRB’s recommendation to prevent cross-border effects such as regulatory arbitrage.
The measure involves a 4.5% systemic risk buffer for all exposures located in Norway. With this decision, DNB acknowledges the measure set by the Norwegian Ministry of Finance, and it applies the specified systemic risk buffer percentage to institutions in the Netherlands with exposures in Norway through cross-border services or branches located in Norway.
There is an institution-specific threshold of NOK 5 billion for risk-weighted exposures in Norway. This means that the systemic risk buffer percentage established in this decision applies only to institutions in the Netherlands with more than NOK 5 billion in risk-weighted exposures in Norway.
