The List of Notifiers of Specially Permitted Business for Foreign Investors, etc.

The following lists of notifiers for SPBFI are provided for public inspection under the provision of Paragraph (4) of Article 63-9 of the FIEA.
All business operators of SPBFI are, in principle, posted in one of the list of I to III below. Those Notifiers whose Notification of Abolition or Notification of Dissolution under the provision of Article 63-10 of the FIEA was duly accepted are deleted from all the lists.
The FSA has accepted notifications but cannot guarantee the credibility of each notifier. The following term „Listed Notifiers of SPBFI“ refers to those who conduct business with foreign or professional investors. When considering conducting business with such companies, it is important to assess their creditworthiness and fully understand the nature of their transactions.
The descriptions of notifications may contain machine-dependent characters, which are replaced by other characters. This may result in the names and information of representatives, corporate officers, and employees specified under the applicable Cabinet Order being displayed in different characters from those originally described in the notification.
I List of Notifiers of SPBFI
These lists are based on notifications accepted by the authorities as of 31 March 2023. The lists are divided intgo four categories, and it is essential to note that officers and employees‘ status is excluded. The „Situation of Administrative Dispositions, etc.“ column of the list indicates administrative measures. The List of Funds includes matters indicated as „-“ when the Notifier submitted Notification of Non-Applicability to SPBFI operation or Notification of Suspension:

II. List of Notifiers of SPBFI, to whom the competent authority issued Order for Abolition of Business Operation
The competent authority has issued orders to abolish the operation of certain SPBFI due to their violation of laws and regulations under FIEA. The list of Notifiers who received such orders is created by the competent authority and includes those who have conducted acts in violation of laws and/or regulations. Some of the Notifiers who received orders for abolition of business on or after 31 March 2023, will be published in both lists:

4. List of Business offices or Offices (As of 30 April 2023)
III. List of Notifiers of SPBFI regarding which the location of the business office cannot be identified by the competent authority or with whom the competent authority cannot make contact
This List of Notifiers of SPBFI contains entities with whom the competent authority cannot make contact or whose business office locations cannot be identified. If contact is not made with these entities after 30 days, the competent authority may order them to cease their SPBFI operations. Some names may be published on the list and „I. The List of Notifiers of SPBFI“ if the competent authority is unable to establish contact with them and determine their business office locations after 31 March 2023.
