A revised version of the United Nations Sanctions (Central African Republic) Regulation 2020 was published on Hong Kong e-Legislation, the official platform of the Hong Kong government for legislative publications. The revised version contains the amendments made by the United Nations Sanctions (Central African Republic) Regulation 2020 (Amendment) Regulation 2023 which renewed or better extended already existing sanction provisions with respect to the following:
(1) the prohibition to supply, sell, or transfer military goods and services (arms and weapons, technical assistance, etc.) to the country;
(2) the prohibition to make available funds or other financial assets and resources to sanctioned persons, entities, and bodies;
(3) the „prohibition against dealing with funds or other financial assets or economic resources belonging to, or owned or controlled by, certain persons or entities“; and
(4) the prohibition of sanctioned persons to enter or trespass Hong Kong territory.
The affected revised provisions are set out in Part 1 (Preliminary). The application period is thereby extended until midnight July 31, 2024. The Regulation also contains some modifications to Part 3 relating to licences to permit the release of frozen funds or the making available of funds for certain humanitarian purposes pursuant to UN Security Council Resolution 2664 and to clarify that licenses may be granted for the provision of assistance to the CAR security forces and for the provision of otherwise prohibited goods to same forces.
